I have GPA of 4.00 ( it will be 4.3 or 4.4 at the end of the school year ) . Should i go to a community college to get some credits and then transfer to a university ? I think a freshman has more chances to get scholarships than a transfer student. Because of my financial issue, i think I cant afford my journey to my university !

Go directly to a university. You should find several which will award a necessary scholarship. Usually the more prestigious the university, the more generous they are with scholarships.

The student is transferred to an alternate school with available capacity.
